About the CIP
As a blueprint for the transportation system of the future, the FY25-29 CIP sets out many urgent priorities for the MBTA. Through this plan we seek to:
- Address critical state of good repair needs, which are documented in the Capital Needs Assessment and Inventory (CNAI)
- Focus on the investment objectives of safety, reliability and modernization; accessibility; and sustainability and resilience, informed by the MBTA’s strategic planning effort
Public Engagement
The public comment period for the proposed FY 2025 - 2029 MBTA CIP was held from April 25th to May 16th.
During this time, the MBTA hosted one virtual public meeting and one in-person public meeting to provide an overview of the proposed CIP and invite attendees to share their feedback.

MBTA staff are working to further refine the CIP before bringing it to the MBTA Board of Directors for approval in June. The final FY 2025 – 2029 CIP will include a list of key topics mentioned in the public comments, as well as responses to each topic. It will go into effect on July 1.
The comments received during the CIP public engagement process help us better understand which investments the public would like us to prioritize. Additionally, your comments help guide the development of the current and future capital plans. Public feedback is important to the CIP development process, and we appreciate your input.
