Q: Why is the MBTA raising parking rates?
A: As is well known, the MBTA is facing unprecedented fiscal challenges. In Fiscal 2009, the Authority is facing its most daunting financial challenge since the legislature established a new mechanism for funding the MBTA almost nine year ago (so called "Forward Funding"). A penny from the sales tax is dedicated to the MBTA. Sales tax collections have underperformed against all of its historical averages since 2000, proving itself as an insufficient funding source. At the same time, the MBTA has over $8 billion in debt, predominantly for projects built in the ‘80s and ‘90s, many of which were project mitigation commitments for the Central Artery project. The MBTA has also seen significant increases in fuel costs, and Union wages as a result of a recent arbitration.

Q: What has the MBTA been doing to raise non-fare revenue?
A: In light of these fiscal challenges, it continues to be critical that the Authority grow new and existing non-fare revenue (real estate transactions, advertising, etc.) sources to address its state-of-good-repair needs and maintain current levels of transportation services. Non-fare revenue is expected to bring in more than $84 Million in FY09, a 55% increase since the start of Forward Funding. Additionally, the MBTA has pursued a number of initiatives to increase ridership, thereby increasing fare revenue. Fiscal Year 2008 was the single best year for ridership in the history of the MBTA. The MBTA has also been managing the Authority in better and smarter ways. Although the MBTA offers many more services (Greenbush, Silver Line etc.), there are 5% fewer employees at the Authority. Overtime has also been cut by more than 34% over the last 3 years.

Q: When was the last time the MBTA raised parking rates?
A: Daily parking rates at all MBTA commuter rail lots were level for nearly six years and most subway stations level for three years.

Q: How does the MBTA new parking rates compare to other parking facilities?
A: The MBTA′s new rates at commuter parking facilities will continue to provide affordable parking. The new parking rate structure of $7.00/day at subway parking garages, $5.00 to $6.00/day at subway surface lots, $4.00/day at commuter rail surface lots, and $3.00/day at commuter ferry lots remains below daily parking rates charged in Boston and continues to be highly competitive with privately owned parking facilities near many MBTA subway and commuter rail stations. By preserving these low rate structures, an average commuter′s stay of ten hours equates to a cost per hour for subway riders of $0.50 to $0.70 per hour and $0.40/hour for commuter rail commuters. In fact, the highest daily commuter parking rate ($7) charged by the MBTA is nearly 1/5th the median rate encountered ($33) in downtown Boston and remains well below the US medians of $5.10/hour and $154/month.

Parking Information

With over 43,000 spaces in 150 locations available daily for our customers, the MBTA is the largest owner of off-street paid parking in New England.  In 2007, over 9 million vehicles were parked at an MBTA owned surface lot or garage. While many MBTA subway parking lots, and some commuter rail lots, fill up early on weekdays (between 8:30AM and 9:30AM), many others have spaces available throughout the day.
