NOTICE TO OFFERORS

The Massachusetts Bay Transportation Authority requests prospective Offerors to submit sealed proposals on a Competitive Negotiations basis for the following:

RFP No. CAP 74-09:  Furnishing and delivery of 20 New Diesel Electric Passenger Locomotives in accordance with Specification No. SR-41

The Contractor will be required to comply with all applicable Equal Employment Opportunity Laws and Regulations, DBE Laws and Regulations, U.S. Domestic Content and other regulations as required.  All Offerors will be required to certify that they are not on the Comptroller General’s List of Ineligible Contractors.

This Project may be subject to a financial assistance contract between the Massachusetts Bay Transportation Authority and the Federal Transportation Administration/Department of Transportation.

Proposal Documents may be obtained from the Materials Management Directorate, Attn:  Manager – Vehicles/Systems Procurement, Transportation Building, 10 Park Plaza, Room 2810, Boston, MA  02116-3974 from 9:00 a.m. to 4:00 p.m. after September 1, 2009.  Proposal Documents will be mailed first class U.S. Postal Service. Alternate mailing arrangements, subject to the Offeror’s expense, may be accommodated.  At this location, proposals will be received on December 15, 2009 at 1:00 p.m. (Local Time).  Proposals are to be submitted on the form(s) provided and/or stipulated in the Request for Proposal and are to be enclosed and sealed.
