MassDOT Board of Directors
An eleven-member Board of Directors appointed by the Governor with expertise in transportation, finance and engineering will oversee the new organization, while serving as the governing body of both MassDOT and the Massachusetts Bay Transportation Authority (MBTA), which will be part of MassDOT but will retain a separate legal existence. MassDOT will be administered by a Secretary of Transportation, appointed by the Governor to serve as Chief Executive Officer.

Dominic Blue is the Vice President and Assistant General Counsel at Massachusetts Mutual Life Insurance Company and a previous member of the Mass DOT board. Prior to his current position, Blue gained nine years of legal experience at two firms in Boston where he represented and advised numerous companies, funds, and government organizations. He has been involved in his community through leadership roles on associations and boards in the Commonwealth, most recently as a board member of the Greater Springfield YMCA. Blue received his M.B.A. and J.D. from Boston College in 2002.
Ruth Bonsignore has over 30 years of professional consulting experience in transportation planning and design, systems analyses and operations, and policy for federal, state and regional public agencies and private sector clients throughout the east coast. Ruth earned her B.S. in Civil and Environmental Engineering from University of Massachusetts and her Master’s in Transportation from Massachusetts Institute of Technology. Most recently, Ms. Bonsignore served as Senior Vice President and Transportation Practice Area Leader at the Massachusetts-based consulting firm VHB/Vanasse Hangen Brustlin, Inc.
Lisa Calise is the Chief Financial Officer at Watertown-based Perkins School for the Blind, focusing on global services and education for those living with blindness and deafblindness. Before joining Perkins in 2010, Calise served the City of Boston for over a decade, most recently as the Director of Administration and Finance, and previously as Chief Financial Officer and Collector-Treasurer and Budget Director, implementing government efficiency programming. Calise also served in the White House Office of Management and Budget as a budget examiner. A Massachusetts native, Calise obtained her B.A. from Boston College and a Master's Degree in Public Management from the University of Maryland.
Dean Mazzarella has served as the Mayor of Leominster and Chairman of the Leominster School Committee for the past 22 years. As Mayor he has focused on fiscal stability, economic development, and improving the quality of life in Leominster. The Mayor also has served as the Management representative for the state’s Joint Labor Management Committee for the past 16 years, successfully resolving labor/management contract disputes across the Commonwealth. He also serves on the Montachusett Metropolitan Planning Organization. Prior to his election, Mayor Mazzarella served as a Leominster Police Officer for 10 years. He is a small business owner, operating Central Flag & Flagpole for more than 30 years.
Robert Moylan, Jr.
Robert Moylan, Jr. served the last 21 years as the Commissioner of the Department of Public Works and Parks for the City of Worcester, overseeing a $90 million operating budget, $45 million capital budget and 400 employees responsible for the city’s water, traffic, maintenance, waste, engineering and recreational activities. During that time he was selected as a Top Ten public works official from over 26,000 public works professionals. Prior to his appointment as Commissioner, Moylan held various other technical and managerial roles in the Department. Moylan is a Registered Professional Engineer and Land Surveyor, receiving a bachelor’s degree in civil engineering from the University of Massachusetts in addition to postgraduate work at Worcester Polytechnic Institute.
Steve Poftak is executive director of the Rappaport Institute for Greater Boston at Harvard Kennedy School. Poftak was Director of Research and Director of the Center for Better Government at the Pioneer Institute for Public Policy Research. He has led research projects and authored a number of papers on transportation policy, government efficiency, municipal finance, and job creation. Previously, Poftak worked at the Commonwealth's Executive Office for Administration and Finance, where he managed the $1.3 billion capital budget, prepared the state's quarterly cash flow reporting, and monitored non-tax revenue receipts.
Joseph Sullivan was elected as Mayor of Braintree in 2007 and reelected in 2011. From 1993 to 2003, he served as a State Representative and was Chairman of the House Committee on Transportation for six years. Mayor Sullivan served as a member of the Transportation Finance Commission in 2006, which identified the important needs of transportation throughout the Commonwealth of Massachusetts. He is a past President of the Massachusetts Municipal Association and is a member of the Metropolitan Boston Mayors' Association. In 2015, Mayor Sullivan was appointed to serve on the Governor’s Special Panel to Review the MBTA, which was charged with conducting an in-depth, rapid diagnostic of the transit system’s core functions.
Betsy Taylor is the former Director of Finance and Treasury at Massachusetts Port Authority, where she played a critical role in budgeting, financial planning, treasury management, and project financing for over 35 years. Taylor established the Massport Treasury Department, prepared major authority-wide financing strategy, and led Massport’s re-entrance to the bond market. She previously worked in budget management and administration at University of Massachusetts, Smith College, and Lesley College. Taylor earned her BA graduating cum laude from Oberlin College, and her MBA from Stanford University. She lives with her husband in Needham and that they have two grown sons.
Monica Tibbits-Nutt is the Executive Director of the 128 Business Council where she has worked since 2010, advising communities in the 128 Corridor in transit planning and overseeing the operation of 12 shuttle routes with nearly half a million in annual ridership. Tibbits-Nutt also has experience with the MBTA, where she served as a Transportation Planning Consultant to the MBTA Advisory Board, and as Executive Director and Transportation Planner for TransitWorks, providing research evaluation for the MBTA and Secretary of Transportation. She holds a B.S. from the University of Southern Indiana and a Masters of City and Regional Planning from The Ohio State University.
Russell Gittlen is the International Association of Machinists and Aerospace Workers (IAMAW) New England Area Director and Assistant Business Manager for Local 447. He has been an active member of the IAMAW for nearly three decades.Gittlen, a former mechanic with United Parcel Service, coordinates all of the activity among the IAMAW's five District 15 lodges, including negotiating large contracts with many major global transportation companies throughout New England. He also serves as vice president on the Massachusetts AFL-CIO Board of Directors, Chairman for the District 15 New England Health Fund, Trustee on the IAM/UPS annuity fund, and as a delegate to the Massachusetts State Council. Each year, Gittlen heads up the New England Region of District 15's annual Charles W. Foley Memorial Golf Tournament to benefit the Guide Dogs of America (GDA), helping to raise nearly $400,000 since its inaugural outing in 2004. In 2014, Gittlen received the GDA's highest honor, the Gift of Sight award.
